Job Description: |
1. Background & Objective
The organization is committed to strengthening its workforce by ensuring the right people with the right skills are in the right roles. To support this goal, an HR specialized firm is being recruited to lead and coordinate a comprehensive Staff Capabilities Assessment. This role will ensure a strategic alignment between workforce competencies and organizational objectives, identify skill gaps, and support targeted learning and development interventions.
2. Scope of Work
The HR firm will be responsible for designing, implementing, and managing a staff capabilities assessment across departments. This includes:
- Reviewing existing competency frameworks and role profiles
- Designing and implementing assessment tools (surveys, interviews, 360 feedback, etc.)
- Collecting, analyzing, and reporting on staff capability data
- Identifying skill gaps and strengths across the organization
- Recommending capacity-building strategies and training priorities
3. Key Responsibilities
a. Assessment Design & Planning
- Develop an assessment methodology tailored to organizational needs
- Review and align competency frameworks with job roles and strategic objectives
- Create and pilot assessment tools for evaluating technical and behavioral competencies
b. Implementation of Assessment
- Coordinate and facilitate staff assessments across units
- Train managers and team leaders on assessment tools and processes
- Ensure high participation and data integrity during assessment activities
c. Data Analysis & Reporting
- Analyze collected data to map competencies against job requirements
- Prepare individual and team capability profiles
- Identify systemic skills gaps, capacity bottlenecks, and talent potential
d. Recommendations & Action Planning
- Provide data-driven recommendations on learning and development needs
- Contribute to talent management strategies (e.g., succession planning, internal mobility)
- Support the development of Individual Development Plans (IDPs) and team capacity-building plans
e. Stakeholder Engagement
- Engage department heads, HR business partners, and staff representatives throughout the process
- Facilitate feedback and validation workshops
4. Deliverables
- Inception report with assessment plan and timeline
- Assessment tools and communication materials
- Mid-point progress report
- Final assessment report with detailed findings and recommendations
- Capacity-building roadmap or action plan
5. Qualifications and Experience
Education:
- Bachelor’s degree in Human Resources, Organizational Development, Psychology, Business Administration or related field (Master’s preferred)
Experience:
- Minimum 5 years in HR, with at least 2 years focused on competency assessment, workforce planning, or organizational development
- Experience in developing and applying staff assessment tools and methodologies
- Demonstrated experience in data analysis, HR reporting, and training needs analysis
Skills:
- Strong knowledge of HR systems, competency frameworks, and assessment tools
- Excellent analytical, facilitation, and communication skills
- Ability to manage complex stakeholder relationships
- Proficiency in MS Office, and HRIS or talent management systems
