Job Description: |
Our Client, The Ministry of National Food Security & Research (MNFSR) seeks to engage a highly qualified and experienced professional as International Agriculture Collaboration Advisor under the SPPS-I program. The Advisor will be responsible for strengthening Pakistan's bilateral and multilateral cooperation in agriculture, aligning national agricultural commitments with international frameworks (such as SDGs, WTO, FAO, etc.), facilitating agricultural diplomacy, negotiating MOUs/agreements, and promoting international knowledge exchange and joint R&D initiatives.
REQUIRED EXPERIENCE:
- Master’s degree in Agricultural Economics, Development Studies, Agricultural
- Policy, or a relevant discipline from an HEC-recognized national or international university.
- Additional certification or short course training in diplomacy, international cooperation, or policy negotiation will be considered an asset.
REQUIRED EXPERIENCE:
- Minimum 10 years of professional experience in the agriculture or rural development
- sector, of which at least 8 years must be directly related to international cooperation,
- multilateral engagement, or agricultural diplomacy.
- Proven track record of leading or participating in international negotiations, representing government in multilateral forums (e.g., WTO, FAO, IFAD, etc.), or managing development cooperation portfolios.
- Experience working with international development partners, donors, or intergovernmental organizations in agriculture or food systems is highly desirable.
JOB DESCRIPTION: The International Agriculture Collaboration Advisor will:
- Develop and execute a strategic roadmap for Pakistan’s international cooperation in agriculture.
- Act as a focal point for MNFSR’s international engagements, partnerships, and multilateral coordination.
- Identify new areas for international cooperation in climate-smart agriculture, food systems transformation, and agricultural R&D.
- Coordinate and lead the negotiation of MOUs/agreements with countries, international organizations, and development partners.
- Advise on the alignment of Pakistan’s agricultural policies and programs with international frameworks, such as SDGs, WTO SPS/TBT, Paris Climate Accord, and FAO frameworks.
- Facilitate South-South and Triangular Cooperation, leveraging best practices and innovation from other developing countries.
- Prepare technical briefs, policy notes, and position papers for Pakistan’s representation at international meetings and conferences.
- Maintain and expand institutional linkages with CGIAR, APAARI, FAO, SAARC Agriculture Centre, and other relevant platforms.
- Support design and implementation of joint research and development (R&D) programs in collaboration with international partners.
- Liaise with Ministry of Foreign Affairs, EAD, and Pakistani embassies/missions abroad for agricultural diplomacy and development cooperation.
- Organize knowledge exchange events, study tours, workshops, and technical roundtables with international stakeholders.
- Provide strategic guidance on accessing international funding for agricultural
- development and innovation.
REPORTING LINE:
The International Agriculture Collaboration Advisor will report to the Additional Secretary (MoNFS&R) or any other officer designated by the Secretary, MNFS&R.
JOB TENURE:
Initial contract for one year, extendable based on performance and institutional needs, as per SPPS Policy. |
