Job Description:

1.     Job Purpose

The Social Mobilizer (male) will play a key role in engaging male community members of the targeted locations in project activities related to WASH, environmental awareness, community structure revitalization, and climate action. He will facilitate awareness campaigns, coordinate capacity-building activities, support implementation, and ensure active community participation in sustainable environmental and settlement management.

2.     Key Responsibilities

A.    Community Mobilization & Structure Strengthening

  • Lead the mobilization of male community members for the revitalization of WASH Committees and their transition into Camp-Based Committees.
  • Facilitate the nomination/selection of committee members in a participatory and inclusive manner.
  • Support in organizing and conducting trainings for Committee members on topics such as community management, engagement, record keeping, and sustainable development.
  • Ensure functional and representative male committees are in place and linked to local authorities.

B.    Awareness & Behavioural Change Campaigns

  • Conduct male-focused community awareness campaigns and group sessions on:

o    Hygiene, sanitation, and environmental safety

o    Cleaning and maintenance of communal areas

o    Plantation drives and benefits of greenery

o    Use of renewable energy

o    Solid waste segregation, recycling, and environmental protection

  • Coordinate with female social mobilizer to ensure gender-balanced outreach.

C.     Support to Solid Waste Management & Environmental Health

  • Mobilize community members for active participation in solid waste lifting, site levelling/lining, and plantation under the cash-for-work model.
  • Facilitate orientation for community members and laborers on safety, tools handling, and environmental standards.
  • Monitor community engagement in the rehabilitation of solid waste dumping sites into clean, green, and environmentally friendly spaces.
  • Assist the technical team in identifying and maintaining plantation zones and clean areas post-activity.

D.    Drainage and WASH Support

  • Mobilize and supervise male beneficiaries involved in the de-sludging and construction/lining of main drains and watercourses under cash-for-work modality.
  • Ensure community ownership and involvement in WASH infrastructure rehabilitation and cleanliness efforts.

E.     Facilitation & Linkages

  • Participate in consultative meetings with RVA, WSSP, TMAs, and WSSK officials to represent community concerns and foster community-government linkages.
  • Facilitate community voices in RVs Committees and support their engagement in long-term planning for clean, climate-friendly RVs.

F.     Community Health & Water Safety

  • Support awareness sessions on water safety, disinfection, and chlorination.
  • Facilitate local participation in water quality discussions and behaviour change related to safe water practices.
  • Engage the community in monitoring the use and maintenance of rehabilitated or solarized water supply systems.

G.    Reporting & Documentation

  • Maintain clear records of all mobilization, awareness sessions, attendance, feedback, and community concerns.
  • Submit daily/weekly activity reports to the Field Coordinator.
  • Document good practices, success stories, and challenges in community participation.
  • Assist the Monitoring team in data collection during assessments and evaluations.

3.     Safeguarding & Code of Conduct

The Social Mobilizer must adhere to the organization’s safeguarding, PSEA (Prevention of Sexual Exploitation and Abuse), and child protection policies. He must maintain the dignity and confidentiality of all community members and ensure inclusive, respectful, and non-discriminatory engagement throughout the project cycle.

4.     Skills & Competencies:

  • Strong interpersonal and communication skills with the ability to work with diverse communities.
  • Knowledge of participatory rural appraisal (PRA), community engagement tools, and accountability principles.
  • Fluent in Pashto and Urdu; familiarity with Afghan dialects is an asset.
  • Ability to facilitate group discussions and trainings in an engaging and culturally sensitive manner.
  • Familiarity with hygiene promotion, climate action messaging, and WASH concepts is a strong plus.
  • Basic reporting and record-keeping skills.
