Job Description: |
1. Job Purpose
The Field Engineer is responsible for technical planning, field implementation, quality control, and supervision of engineering components under the project. This includes Rehabilitation of Water schemes, Solid Waste Management, De-Sludging of main drains/water courses, Levelling/Lining of sites, lining/construction of water drains, solar-powered water systems, and minor construction and rehabilitation works. The engineer ensures adherence to technical standards, environmental safeguards, and health & safety protocols.
2. Key Responsibilities
A. Technical Planning and Design
- Conduct field assessments, technical surveys, and feasibility studies for infrastructure interventions.
- Prepare and/or review detailed designs, drawings, BOQs, and cost estimates in compliance with humanitarian and organizational standards.
- Assist in developing workplans for infrastructure-related activities including rehabilitation, construction, and solarization works.
- Identify suitable, climate-resilient, and cost-effective construction and environmental health solutions.
B. Supervision of Construction and Field Works
- Supervise the day-to-day Maintenance/construction and rehabilitation works at sites in accordance with the scope of work.
- Ensure that the works are implemented as per design, timelines, safety standards, and quality benchmarks.
- Monitor contractor performance, validate material usage, and ensure proper labour practices are followed.
- Certify completion of works, check measurements, and support documentation for payments.
C. Environmental Health and WASH Engineering
- Support solid waste management activities, e.g., site planning for waste disposal, construction of bins or compost pits.
- Oversee drain de-sludging, improvement of stormwater systems, and environmental hazard mitigation at site level.
- Guide chlorination of water systems and hygiene infrastructure improvement works.
- Ensure functionality and sustainability of water supply systems, including maintenance plans for solarized units.
D. Community and Stakeholder Engagement
- Work with field teams to mobilize community inputs for infrastructure projects.
- Conduct on-site technical orientations and awareness with WASH Committees and local stakeholders.
- Liaise with PHED, municipal authorities, and technical line departments as required.
- Incorporate community feedback and environmental protection concerns in technical execution.
E. Quality Assurance, Reporting & Documentation
- Maintain up-to-date records of work progress, construction logs, material usage, and field photos.
- Submit weekly site reports and flag any deviations from plans or risks to the Project Manager.
- Support Monitoring team in verifying technical aspects of implementation during reporting.
- Ensure all rehabilitation/construction activities comply with safety, environmental, and protection guidelines.
3. Safeguarding & Code of Conduct:
The Field Engineer is expected to follow the organization’s safeguarding policies, environmental protocols, PSEA standards, and Code of Conduct. He/she must ensure dignity, non-discrimination, and respect for all community members and workers on site.
4. Skills & Competencies
- Strong understanding of humanitarian construction standards.
- Proficient in AutoCAD, MS Excel, and BOQ/measurement tools.
- Excellent supervisory and field coordination skills.
- Good written and verbal communication skills in English, Urdu; Pashto is highly desirable.
- Ability to work under pressure in remote or challenging environments.
