Job Description:

The Project Manager is responsible for the overall planning, implementation, management, coordination and reporting of the project in accordance with the donor requirements and organizational policies. The Project Manager will ensure high-quality delivery of project outcomes/outputs and efficient use of resources, while coordinating with relevant stakeholders, communities and partners to achieve the project's objectives.

2. Key Responsibilities

A. Project Planning & Design

  • Lead the preparation of detailed implementation plans, procurement plans, and budget forecasts.
  • Ensure integration of cross-cutting themes such as protection, gender, accountability to affected populations (AAP), and environment/climate considerations.
  • Contribute to baseline/needs assessments, feasibility studies, and stakeholder consultations.
  • Support the development or adaptation of technical approaches and tools as per project scope.

B. Project Implementation & Management

  • Oversee the day-to-day operations of the project, ensuring timely and quality delivery of activities.
  • Monitor progress against workplans, ensure outputs/outcomes are met, and take corrective actions where necessary.
  • Provide direct supervision and technical support to field staff and sector teams.
  • Ensure adherence to donor guidelines, internal Policies, and humanitarian principles.

C. Monitoring, Evaluation, and Reporting

  • Collaborate with M&E teams to track progress through monitoring tools, field visits, and beneficiary feedback.
  • Lead the preparation and submission of donor reports (monthly, quarterly, annual) and internal management reports.
  • Ensure documentation of project impact, best practices, lessons learned, and case studies.
  • Facilitate external evaluations, audits, or donor visits as required.

D. Financial and Administrative Management

  • Work with the Finance Unit to manage project budgets, ensuring proper expenditure tracking and forecasting.
  • Approve procurement and expenditure within delegated authority; ensure compliance with donor and organizational financial policies.
  • Oversee logistical and administrative aspects (procurement, travel, security, HR coordination) related to project execution.

E. Team Leadership and Capacity Building

  • Lead and mentor project staff, ensuring clear roles, responsibilities, and performance expectations.
  • Organize capacity-building sessions, on-the-job training, and technical support for project teams.
  • Ensure a safe, inclusive, and respectful working environment in the project offices, in line with safeguarding and PSEA policies.

F. Stakeholder Engagement and Representation

  • Represent the organization in relevant coordination forums, including donor coordination, Municipal corporation/TMAs etc.
  • Build strong working relationships with community leaders, government departments, local partners, and other INGOs/NGOs working in the sector.
  • Facilitate community engagement, accountability, and complaint response mechanisms.
  • Ensure regular communication and updates to the Head of Programme and other relevant stakeholders including donor.

G. Risk Management and Compliance

  • Identify project risks and develop mitigation strategies.
  • Ensure compliance with donor rules, national laws, and internal policies.
  • Report incidents or challenges to senior management in a timely manner.

3. Safeguarding & Code of Conduct

The Project Manager is expected to uphold the highest standards of ethics and integrity and comply with the organization’s Code of Conduct, safeguarding policies, and PSEA guidelines at all times.

4. Skills & Competencies

  • Strong project cycle management skills: planning, budgeting, monitoring, evaluation.
  • Excellent leadership, team management, and interpersonal skills.
  • Proficient in MS Office, project management tools, and digital reporting platforms.
  • Fluent in English and Urdu; knowledge of Pashto or local languages is an asset.
  • Strong analytical and problem-solving capabilities.
  • Demonstrated commitment to humanitarian values, safeguarding, and gender equality.
