Job Description:

The Aga Khan Foundation (AKF), an agency of the Aga Khan Development Network (AKDN), is a private, non-denominational, international development agency established in 1967. It seeks sustainable solutions to long-term problems of poverty, hunger, illiteracy and ill-health with special emphasis on the needs of rural communities in mountainous and other resource poor regions, primarily in Asia, Africa and the Middle East. Its main areas of focus are education, health, rural development, environment and strengthening civil society.  Aga Khan Rural Support Programme (AKRSP) is the leading implementing partner for this project and the incumbent will work with AKRSP.

The Aga Khan Foundation (Pakistan) and Aga Khan Rural Support Programme (AKRSP) are seeking a highly qualified candidate to fill the following position to be based in Islamabad, Pakistan.

Grants Finance Officer

The incumbent will report to Manager Grants & Contracts, AKF(P) and will be responsible for financial management and reporting of the grant under the Action “Building Resilience of Civil Society and Youth to COVID-19 in Gilgit-Baltistan and Chitral” (EC CSO) supported by the European Commission.

Background:

The overall objective of the action “Building Resilience of Civil Society and Youth to COVID-19 in Gilgit-Baltistan and Chitral” (EC CSO) supported by the European Commission (EC) is to contribute towards the social and economic impact of the COVID-19 outbreak on communities is alleviated.  The action will achieve this through three intermediate outcomes:

Outcomes:

OC1: SOCIAL – CSOs actively engaged in delivering critical socio-economic services in response to COVID-19 outbreak.

OC2: ECONOMIC – Capacity of microenterprises and farmer groups to withstand and adapt to the economic impact of COVID-19 strengthened.

OC3: YOUTH – Youth engagement (both men and women) enhanced in decision-making and leadership in civil society.

Main Duties & Responsibilities:

  • To undertake overall financial management, grants financial reporting and meeting compliance requirements of the EC funded action “EC CSO” in liaison with the project manager, as well as finance and account managers of AKFs and AKRSP.
  • To prepare and review budget and financial reports for quarterly, biannual and annual reporting on AP Asia. Ensure timely flow of financial reports and relevant information to donors (EC) and AKDN agencies
  • To ensure timely submission of financial reports from implementing partners and disbursement of funds in coordination with the respective program and finance teams;
  • Ensure compliance with requirements of implementing agencies as well as and EC;
  • To conduct periodic analysis of the quarterly financial reports, including grant analysis and financial reviews; and
  • With assistance from Manager Grants & Contracts, conduct and facilitate internal and external project audit and evaluations.

Required Qualifications & Experiences:

·         Education

o   MS Finance, MBA Finance, ICMA, CA Inter (with articles completed), M.Com or an equivalent recognized professional qualification

o   Minimum three (3) years of relevant hands-on experience preferably in managing projects funded by European Commission.     

o   (Preferable) Experience in projects related to civil society Intervention.

·         Technical Knowledge

o   (Required) Strong knowledge and command of the IFRS, ISA and internal control systems.

o   (Required) Knowledge of EC Compliance and Reporting Requirements.

o   (Required) Knowledge of Financial Reporting Templates used by EC.

o   Excellent writing and reporting skills.

o   Computer literate (Word, Excel, PowerPoint etc.).

·         Soft Skills

o   Excellent written and oral communication skills in English and Urdu.

o   Highly proactive and passionate about work.

o   Capable of producing high quality results within often tight deadlines.

o   Ability for multitasking and working under pressure.

o   Ability to distill large volumes of data in short periods of time.

o   Intellectual curiosity and demonstrated record of professional development/growth.

o   Strong problem-solving skills and the ability to work through complex models to determine the key assumptions, implicit caveats and limitations.

o   Demonstrated ability to work cooperatively with all level of management.
